All 32 teams are shuffled and then shared out between your participants as evenly as possible. Every team is used exactly once, no team is repeated, and participant totals never differ by more than one where the maths allows. If you enter more than 32 participants, the first 32 each receive one team and the tool clearly tells you who was left without one — it never invents extra teams.
